About the Norwegian Total Preparedness Institute

The Norwegian Total Preparedness Institute is an operational and independent centre of expertise dedicated to collecting, developing, and sharing knowledge related to preparedness, security, and the protection of societal values.

The Institute serves as a professional partner for government authorities, municipalities, and private-sector organisations. Its work supports informed decision-making in preparedness and security by ensuring that strategies and measures are based on documented experience, systematic analysis, and a comprehensive understanding of risk and vulnerability.

A key part of the Institute’s mission is to examine and document solutions developed by previous generations to protect critical societal functions. This includes underground facilities, the protection of critical infrastructure, redundancy solutions, and preparedness measures developed from the post-war period to the present day. Many of these solutions represent a significant body of accumulated knowledge, developed during periods when societal robustness and resilience were primary priorities. This knowledge remains highly relevant in addressing current and future challenges.

The Institute works to identify historical solutions that have proven robust over time and to assess how these solutions can be preserved, modernised, and adapted to modern technological and security environments. Through documentation, analysis, and applied work, the Institute helps ensure that valuable knowledge is preserved and made available as an active resource in the development of future preparedness systems.

The Institute’s activities include documentation, analysis, advisory services, evaluation, and the development of security and preparedness measures. Work may be carried out both on commission and on the Institute’s own initiative. Through collaboration with professional communities, public authorities, and organisations, the Institute contributes to strengthening the robustness of critical societal functions.

Through interdisciplinary expertise and systematic knowledge development, the Norwegian Total Preparedness Institute aims to be a long-term contributor to strengthened national and local preparedness.
